Statement by Juul Labs on Agreement with Florida Attorney General

Juul Labs is pleased to announce a final resolution with the State of Florida. Importantly, this agreement will fund efforts to combat the illegal and untested e-vapor products from China currently flooding Florida’s market. We commend the Attorney General and his predecessor for their proactivity in taking these important steps to address this problem.

Fortunately, the prevalence of youth vaping has fallen significantly in recent years. Federal government data show that vaping rates among middle and high school students fell to 5.9% in 2024 from 20% in 2019. This is consistent with Florida data showing similar reductions in underage rates over that same time period.

In 2024, underage use of JUUL products nationally was reported at roughly one-half of one percent – a 98% reduction since 2019 – and we remain committed to combating underage use. Meanwhile, over two million American adults have switched completely away from combustible cigarettes using JUUL products, demonstrating their public health benefit.

Federal government data in 2024 indicate that youth who report current vaping are largely using disposable products. These products are nearly all illegal, and threaten the regulatory system needed to establish a legitimate market for smoke-free products and make the deadly combustible cigarette obsolete.

We look forward to continuing our work with Florida’s leaders, law enforcement, policymakers, and other State stakeholders to rid the market of untested, unregulated, and illegal Chinese vapes and pave the way for a market of high-quality, American products to benefit the nearly two million Floridian adults who continue to smoke and deserve scientifically-validated smoke-free alternatives.
